It's a children's toy, it'll help with hand eye coordination

the thing looks very similar to the ice-cream cone and ball n' string attached to the end.
since we're Truoutdoors.. maybe it's outdoor related? i dunno

No...I don't think this is outdoor related.  Usually I see this played indoors.

I know in Japan you can earn like levels for your skill in using a kendama.

how have these become popular at 'certain hills'?  do U mean in daycare?  Who hangs out in daycare looking at what the little kids are playing with?  seems F-in creepy as hell to me!

1. Yes i do see mostly kids using them
2. they are just toy to improve hand-eye coordination

That was my thought exactly when I saw the pic at the top.  "...you can't lose the ball because it's attached to the string.."
 
and sadly, I'm old enough that I actually have played with the ball on a string toy for fun (we didn't have xbox when I was a kid.  Walked uphill to school in 4' of snow, blah, blah, blah....)
